Lollygagging is not a native English word. It comes from America.
Loll = mouth (as in lollipop)
Lollygagging literally means gagging the mouth, originally it mean kissing/making out but eventually it came to mean loitering and wasting time.
The origin in gagging is obviously the same for both.
Loli is short for Lolita, which is long for Lola which is short for Delores.
TL;DR one comes from an old English word for mouth and the other comes from shortening a Spanish nickname.
