I'd much rather have a skill meter for player in that case, the endless looting in games like cyberpunk or borderlands really takes away from the experience and having nothing unique to show for when you must re-equip your stuff for the 1001st time or loose actually cool Legendary gets annoying.

Or better yet implement mechanisms you actually need to learn ( "secret" key combos, loading order, undocumented ammo combos etc ) that improve your shooting performance. Then the player can have the surprise and satisfaction of discovering them or have slowly reveal trough game as needed.

I liked saving all my ammo pickups in re3 and combining them for shitloads of magnum ammo lategame.
