they aren't, but SEGA got trauma from ken penders and they have the brainrot of "WE CAN'T LET OUR CHARACTERS CHANGE OR BE TOO EMOTIONAL OR HAVE DEVELOPMENT BECAUSE OUR BRAAAAAAND", so they're like hardcoded into being kinda boring most of the time and carried solely by their personalities. And they hate making new characters even though IDW has a ton of bangers and Sage was really good
