The problem with AA and AAA game dev is that there's always a multi-year long delay between when the project gets started and when it's finished and a lot can happen between that time. Hero shooters where seen as the next big thing and Overwatch was a little over it's peak 4 years ago, devs probably thought there would be a big market for it.

The other problem is that even a modest team of 10 or so people will already put you well into a million or more in the hole just to pay them. Even with Kickstarter money or other crowd source funding AA devs will still need to look for a publisher to fund them, and publishers aren't going to fund any random ass project, so those that get picked up usually follow trends, so devs will only make games that are copies of more popular games. It's a shitty cycle.

Arc Raiders got popular because it was a genuinely well made extraction shooter in a market where tarkov of all things was dominating.
