The Nuka World DLC is a glorified combat gauntlet with basically no story. I recently played Far Harbor, it had a lot of interesting elements and in some ways better than the main game but overall still very flawed.

Burst fire was never balanced in Fallout 1. Fallout 2 uses it unmodified. Most encounters place you "close" enough that enemies will choose to open fire rather than use their AP to move to get closer on their opening turn. Often their sequence is so high they get both the first turn and the second turn so you can't just "tank it" with the literal best armour in the game and a high HP pool.

I can simply quote the stats of these enemies.

The Institute just wants to be seen as this huge BBEG that could destroy anything while they're literally stealing energy from the settlements upside until you do their main quest. Their short term goal is to remain hidden and safe by controlling the surface from behind the curtain, and their long term goal is to one day fix the surface through their experiments - as shown by that one quest where you work with a farm to grow healthy crops, a farm that is said to be destroyed when they succeed (although that never happens in game). Such long term goal could be modified if you took over and the game let you continue playing in a meaningful way, but the game ends there and the best you can do is headcanon that.

I'll never figure out how Bethesda wanted to square this circle. How the fuck can't you tell they're different under a microscope if they rely on a completely different method of energy production? How the fuck are they doing anything? I'd say the gameplay is decent enough to be tolerable, 6/10. It is a step above NV when it comes to shooting and the gun and armor mods are fun, but they come at the cost of getting rid of a lot of RPG elements - a trade I wouldn't call worth it.
But it is better than the absolute mess that is Fallout 3, so at least they improved on their own work kek

I'd like it if when I finally meet the boogeymen that I've been told about all game that they'd share their side of the story, maybe reveal something the player character doesn't know, could even have them double down on how their methods are necessary, about how the ends justify the means or some basic shit like that.
I expected there to be more to it but there simply wasn't, they're exactly as they've been portrayed to be and they're not interested in further questions.

Yes and every other episode which touched on sentient AI was not that. It just treated the subject as a novelty.
In fact I brought up that episode specifically because it wasn't about the kind of philosophical morality you're talking about, it was about a scientist who wanted to break apart a robot to make more robots and painting him as inadequate for the job, as befitting of a simple story where the Good Guys are Good and Strong and the Bad Guys are Weak and Foolish.

A damn good soap opera.
