Three quite different experiences.

All about the story and, I'd argue, the graphics. It looks good if you play the EE or mod it for higher resolutions than the original 640x480.
>BG1
Generic but comfy adventuring. The low level cap means your access to spells and abilities is very limited and as a result the combat is always simple stuff. The writing is good, especially compared to modern games.
>Fallout 2
The foremost appeal of Fallout 1&2 at the time of their release was that they were transgressive games that went unnoticed by the guardians of public morals because they were PC exclusives in a niche genre. Fallout allowed you to be a mean motherfucker in a neo-Western setting, killing whoever you wanted in ridiculously gory ways. If you had the US version, you could also kill kids. Edginess was the core appeal of these games, and anyone saying otherwise is delusional. It certainly wasn't the combat. Fallout combat bears a superficial resemblance to a tactics game, but upon playing it you realise there is little or no strategy involved. Load up on chems for the difficult fights and make use of doorways and corners when you can – that's the full strategic depth of Fallout.
