In the written - yes. An Inquisitor has the legal mandate to tell almost literally everyone else in the Imperium what to do, can command any and all resources and do whatever is necessary. But that's the issue. It's in the written. In practice, the Imperium is not a unified empire, it's a sea of individual authorities loosely bound together. The result is that an Inquisitor's authority only practically extends as far as their personal influence does. Sure, if you tell someone "in the name of the Inquisition, do what I tell you", and they tell you to fuck off, there practically isn't anything the Inquisitor can do unless they either are able to enforce their ultimate authority by means of force, influence or reputation - or if whoever they're demanding it of stands to gain from doing as the Inquisitor says.

This is essentially what Calcazar's situation is. He's out in the Koronus Expanse where the Inquisition's direct authority does not hold much sway, and he especially holds very little sway over a Rogue Trader in their own dominion - one of the people who CAN in fact tell an Inquisitor to fuck off, especially in John Rogue Trader's case because the Von Valancius Warrant of Trade is signed by the God-Emperor Himself, saying that the bearer of the Warrant can do whatever the hell they want outside the Imperium's borders. So what he does instead is posture as best he can whilst also giving John Rogue Trader as much reason as possible to still work with the Inquisition.

Is it just me or is combat in DH (on normal pleb) difficulty much more challenging than it is in RT? The hostage situation was fine but the Mechanicus fight is brutal if you go into it blind (even with save scumming I only had 1 character alive by the end), and the kroot fight seems like it might be even worse.

The Mechanicus went full ham with Morale. And they were also fully recharging armor bars. Meanwhile, I've only triggered Morale once, during the companion quest fight. Heroism felt a lot easier to use. It's also just a matter of enemy HP bars though. Most of my characters are in my 30s while half the Mechanicus had HP in the triple digits, with armor bars to boot. It's not just one or two like in RT, where the rest is trash to boost heroism.
