It was made in a 3D engine the devs developed for a heli sim, which makes it even more impressive.
It is the best city building game on the market. The industries are relatively simple. Turn a raw resource in to better ones, distribute them to your people, export the excess to NATO or Soviets to get cash or rubles.The uniqueness is how they handle logistics. In realistic mode, if you want to construct something you need to bring in the materials, bring people to the jobs items, and bring heavy equipment as well if you want it done quicker. If you want a tower crane on your jobsite you need to bring it there and take it back when it's done.That alone is such a huge improvement over other games in the genre like Skylines that instantly teleports useless tower cranes to every single thing being 'built'
