They should break it down by year not console generation because the mega drive raped the SNES in the west and it only became close right at the end of the generation when Sega had moved on to the Saturn

The games were not that exciting perhaps? They didn't have something as heavily marketed as like Mario was as far as I remember and Sony was always pushing the graphics angle I think? I remember early on Sega pushing how amazing their hardware was but it fell a bit flat after that with the lack of games

SNES only won Japan, Genesis won everywhere else. Sega's decline is because at the end of gen 4/start of gen 5 they were competing on three fronts (SNES vs Genesis, Playstation Vs Saturn, in arcades vs Namco) and got raped in all three of them. Just overextended so SNES caught up to the genesis and playstation got a lead on the saturn while sega didn't know whether to invest in the platform that had already sold well or the future one that needed help.
