Should games lock classes based on species of the character or should they allow you to mix and match however you want?

Unique races have locked classes but humans can be any class at a slightly less end effectiveness of the unique races

Classes don't need to be locked. Only a race's initial effectiveness for that class. But at the top end those differences should be negligible and only race-specific talents or skills should be important.
