The artifacts will be more visible at 720p > 4k than they are visible at 720p > 1080p.

I don't care to waste time explaining this stuff but I have a lot of experience testing it out because I own a major youtube tech channel testing this stuff out and it keeps me from having an actual job. With FSR4/DLSS-T the output res is arguably more important than the input res in terms of quality. 719p to 720p will look like ass because 720p looks like ass at current screen sizes, while 1080p upscaled to 4k has the potential to look great despite the aggressive upscale happening - simply because it being 4k output has a lot to do with the final quality
