Yeah? And what would people say if they made a game with totally original characters and gameplay ideas that are clearly something that would fit better with an existing franchise? It would just be seen as a hollow knock-off with no originality. Better to have it hitched to a recognizable gameplay base if they're just going to be doing it for fun than try to make money on something everyone would call out for being a pretender.

I mean what is someone supposed to do if they have level design ideas and one of them includes running around in a loop? What are you supposed to do then but make a Sonic game? Trying to incorporate this level design concept into something that isn't Sonic will probably get thrown in their face.

1. They specifically want to make a game with Sonic or whatever IP it is because that's what they like
2. Fangames can actually be easier for people with less talent since you can just use pre-existing assets from other games since you're not selling it. Look at the image you posted, it's mostly assets from the GBA Sonic games.
