That's definitely not canon, she even admits Terry is stronger than her, and that's who canonically beats her ass in half of the games.
Either way she's definitely meant to be one of the strongest, to the point that characters like Rock and Hokutomaru find her kind of scary and don't want to fight her going all-out.
