>>729065954It's a little ambiguous, but like I said, Breen's assumption is that Gordon is just a merc at this point who's been bought out by the G-Man, and so Gordon will abandon the G-Man if Breen offers a better deal. Breen doesn't realize that Gordon never had any choice in the matter and that the G-Man's control of Gordon runs a bit deeper than just contracting him for dirty work.
