Ultimately it comes down the DM, player expectations, and tone/setting of the campaign (maybe the DM is fine with a world where goblins don't attract more attention than a raised eyebrow), since it absolutely can work, but it should be pretty obvious why it can be a bad idea. And while conflict is good, racism is pretty boring. Player backstories aren't just for the DM to add story beats, but it's fun for your backstory to be revealed to other players as well. It also doesn't help that "unserious" players seem to gravitate towards playing them, but they'll ruin the vibe regardless of which race they are playing.
