What was considered "big-budget" development at that stage of technological progression wasn't prohibitively expensive or labor intensive, so you had a shit ton of small-team studios making essentially "AAA" games. PS1 had fuck all in terms of performance, which was prohibitive. PS3 had more processing power, but it got to a stage where the costs and labor required to meet the AAA demands started getting too prohibitive. PS2 struck the best balance between the two. That's what I suspect.

Ps2 has amazing games of every genre, only shooters were improved upon with the next consoles, and even then ps2 has decent to great shooters such as battlefront 2 or battlefield 2. Also while low res, the ps2 is capable of certain post prossesing affects that give games an unique look even compared to the same game on more powerful hardware. Gta SA is a great example of this, and so is NFSU2 on ps2 with effects like light trails that look IMO stunning and dreamlike. I've tried many consoles but none have surpassed my freemcbooted ps2

GamesSheer quantity of gamesYou look at the library and you see thousands of shovelware titles but unlike the Wii or Game Boy Color which had the same problem you can still pick out like 250+ games that seem worth playing and it's still not even close to comprehensive. There's probably around 400-500 games on the PS2 that actually have enough going for them to not be a waste of time. That's so much more than any other console.
