Fallout 3 is great, actually. Great characters, perk balance, soundtrack, locations and DLC. Why do people hate it?

It's good in a vacuum. Compared to the rest of the Fallout series it's clearly the second worst, after 4 of course. The atmosphere and DLC are great, even Mothership Zeta as a zany diversion.
Brotherhood of Steel doesn't count.

Perk balance? Are we talking about Fallout 3? Half of the perks are useless because they just give you skill points which are laughably easy to get with high int, educated perk and the 600 skillbooks and bobbleheads. You get a perk every level which gives you complete freedom to pick the actually useful perks that increase your damage or give you more dialogue options. There is very little choice at all in how you build your character.
