Optical media requires the data to be seeked and read from the physically spinning disc before it can push it through the data bus. Having more data on a cartridge does not make it any slower, because it only needs to grab what it needs to be using at that moment. I could put every single N64 game on a cartridge together and they'd all perform exactly the same. More data on a disc CAN actually slow it down though, since where it's physically printed on the disc effects seek times. Cartridges are actually even better than discs for larger games since they can stream data from the cartridge much, much faster. That leaves way more space open in memory which would normally be taken up by preloading assets.
