CoM is only "second" if you go by strict release order, but everyone knows it was a glorified interlude between KH1 and 2. Gameplay was jank as hell with that card system, and most people watching cutscene recaps on YouTube treat it like a weird fever dream. KH2 is the real sequel where they finally nailed everything down. CoM's canon, but calling it the "second KH game" is like calling 358/2 Days essential prep-technically true, but come on.
