It might be possible to bring a lot of the Nintendo characters back now that they've updated them to a modern engine with an HD model (Smash 6 isn't going to look that different from Ultimate lets be honest), but the guest characters are a different story. With like 16 characters between 8 companies, most of them being DLC, there is no way Nintendo will want to spend the time and money to bring everyone back. Sakurai knew this. Probably the only reason they could make Ultimate happened is they were planning it while Smash 4's DLC was still ongoing and the only other company they needed to get the approval of was Konami. They probably also had to make some other concessions which are why the 3rd Party Miis are paid DLC again where all the Nintendo ones, including ones that were DLC in SMash 4, were in the base game for free.

Ultimate made a right step by making them killable.
