There's more legionaires and they're better equipped for the most part and better trained. When ti comes to elite of the elite: the NCR is way better. Rangers and Ranger Vets stomp anything the Legion sends at them. But the average Legionaire is better than the Average NCR Grunt.

NCR can't even ensure standard equipment - many are just using single shotguns and 9mm smg or whatever they can scrounge around. It's only later that better equipped soldiers come which are more equal to Legionaires.
