because it's development was a mess.
Tl;dr is that Bottlerocket was supposed to make it but just used the funds on other shit so Bamco gave them the boot. Bamco then had to hastily make a studio with some of their ex-staff and the Afro Samurai team just to get it out the door. As a result of all that and the engine being shit it ended up crap.

I actually like this game. if the hits felt more solid and less floaty and if the blocking mechanic was fully formed it would've been a lot better, it was just plagued with these and other problems common for that era.

This, bottlerocket kept making individual test areas with no connection and the head manager was still high off his own farts with the PS2 exclusive the mark of kri so he forced gameplay of that into splatterhouse 2010 even after bamco told him no multiple times.

I liked that game but it was bad for three very important reasons. 1:It was very difficult, this in and of itself is not a problem, but combined with the next two points it is. 2:It had bad checkpointing. 3:The load times were atrociously long. Those three things together meant most of your play time was spent staring at a loading screen.

It isn't difficult. The only challenging part is the very beginning where the enemy damage is weirdly high, which was a result of the screwed up development. Once you start getting upgrades it's as easy as any other GoW clone.
