Themeparks need devs to constantly inject content because the systems don’t create stories on their own. Sandboxes offload that work to players. That’s not laziness -- that’s genius.

Vanilla WoW needed more quests from about level 40 onwards. They get too few and far between, require too much insane travel distance and you need too many of them to reach the next level. Questing is the fun part of WoW, no one wants to sit there and grind mobs mindlessly but at a certain point you are strongly encouraged to do so.
