>tfw reading the suicide squad leaks
The original pitch for suicide squad was a payday clone where the player is a random ass grunt doing jobs for super villains. This is when the ideas for random weapon drops were created. The main gimmick for heists was that a superhero from the bat family, is doing detective work and they become a bossfight if going stealth and/or loud if they catch onto your assigned mission. Heists were planned to be multiple missions long, where being more secretive in missions made it harder for the heroes to catch on, but had more difficulty. There was also ideas for the heroes to capture players in-between missions for interrogation while in "waiting rooms", where they could rat out the rest of the party. this concept was also with other supervillains that would try to persuade players to do secret traitor sub objectives to sabotage the main employer and future missions in the heist. this concept was killed off "since nobody wants to play as a random goon when they can play as an iconic supervillain instead."

I like how you're trying to make the canned concept sound interesting, and to compare it to what we got since that was so shit, but this sounds like boring ass shit too

I wouldn't touch it myself, but since PD3 flopped, I could see this actually finding an audience.
