Mine did directly confront Haruka in 3, but he was a more empathetic character compared to Hamazaki. Also, it's less likely Mine would be sent to Saejima's Okinawa prison because Daigo would more likely pull some strings for him than a loser like Hamazaki

Hamazaki is different, him telling Saejima all these things is something that Kiryu doesn't 100% wrap his head around, him and Haruka aren't 100% sure he's trustworthy when he shows up on their beach and can't trust what Saejima says or what he says until he gives Kiryu the book that has the details connecting the prison to Jingu. Also let's be real here, Mine surviving not 1, but TWO falls would just be ridiculously dumb and harder to get away with

The guy personally betrayed Mine and shot him, and was going to shoot again. I think Mine felt that it was already a low chance of surviving his gunshot wounds, so he was just making a run at ensuring Richardson's death. As for flinging himself off with Richardson, I think he was either suicidal knowing that there was nothing good waiting for him if he did live, or he was just putting all the strength he had in getting Richardson off the roof without thought of self-preservation because of how much he was struggling.
