They were having too much difficulty figuring out how to make the three games all connect to each other so that people could play them in any order. When they talked to Nintendo, N recommended just making two games instead of three. This proved to be a lot more doable. So they never started making any third Zelda: Oracle game, because they were only considering the idea at the design step and any thoughts they had about characters / dungeons / etc were included in the two existing games.If they released a "Zelda: Oracles Collection" game and trying to turn the two into three games, it would require taking parts out of the existing two games to have something to shove into the third. There's no secret third game that we never got to play.Now, if they wanted to come up with a completely new Zelda series / story arc that had three components, sure. I think the problem was more an aspect of "How would players navigate the three games in any order?" as opposed to a technology problem back during the GBC, so I'm sure it would be doable now. I'm not sure if that game would be any good, since it would effectively just be a four-part game where you have to complete the first three parts before accessing the last.
