There can be many good games of the same genre. Even if one is ultimately better than the others, if they're different enough they can still all be worth playing.
This just doesn't happen to be the case here. There's nothing in TEVI that gives it an edge over RR. The exploration is worse and way more linear, there's fewer movement techs, the bosses are worse, the badge system has some truly obnoxious inclusions that force you to spend way more time in the badge menu if you want to be optimal, and even the story is worse than none at all. There just isn't a single thing in TEVI that RR doesn't do better.
