They didn't "get away with" anything, they just happened to write subtle gay characters who aren't insufferable mouthpieces for the writers' identity politics. Honestly, I can't even remember how you find out Veronica is gay. I know she was in relationship with Christine from Dead Money, but I don't remember any dialogue about it.To be more charitable, their sexuality also makes sense within the context of who they are. Veronica is an outsider within the BoS; both in the sense that she literally goes outside, and in the sense she's much more open-minded that her allegiance to her fellow stick-in-ass, monastic technofetishists. She's wants the BoS to change, so it's sensible that her character is nonconformist in other ways.Arcade, on the other hand, hides who he is. He distances himself from people with cold sarcasm, but more importantly he hides his connections to Navarro and the Enclave until he can trust the Courier. His homosexuality complements that aspect of his character, because while you don't get the sense that he's ashamed of it, it's still something he's reserved about. I think he has one line of dialogue about being gay, maybe two.
