What is stopping the empire from just surrendering the civil war and granting Skyrim independence? It would free them from any obligation to enforce the treaty in Skyrim so Talos worship would be free to continue unless the Thalmor sailed all the way around Tamriel and enforced it by themselves. An independent Skyrim would definitely side with the empire over the aldmeri dominion and probably even rejoin as soon as Talos worship was legal again.
