I can talk about the 7900xtx specifically. You will have to set up the frequency to something lower than the default specs if you want the card to be cooler and quieter. Otherwise not much else to touch. Most of the other driver settings are gimmicks that might fuck things up instead of improve them. Also setting up a custom fan curve is a good thing depending on your use case and tolerance for noise. This depends on the particular GPU you buy of course, different coolers, different settings. The 9070xt is top for gaming only, if you want more VRAM for AI and 4K gaming go for the 7900xtx.

every 5.5 years we have to throw out every part and replace it. this is for degraded performance but also deprecation cost offseting. Basically if we say parts lose value after 5 years, that counts as a loss on the books which means less taxes to pay
