The one good thing about fascism is how it's self-defeating. Like focusing on useless "wunderwaffe" prestige-projects to project an image of strength (which they are obsessed with), as opposed to actually being strong. Better this (or rather, the actual project proposed, not troll specs in the OP) than a useful, cost-effective, vehicle for fighting unjust wars, or spending the money to further fascist goals domestically.
