Elijah was truly demented if he thought the old ways of the BoS could combat not just the current NCR but all of the wasteland. I mean you have Caesar killing off Paladins and having their armor stripped and used as trophies by Centurions. You have the NCR using their superior numbers and logistics to uproot the BoS. The fucking Enclave was more equipped and couldn't have hoped to truly conquer the wastes.
