probably yes however it's not just something you can just host since it's an actual game meant to be played by many people
I think "high pop" on the servers is 80-100, it's a game meant to be played with each department being manned by 3-5 people + like 25-30% of the population being freeloaders so maybe ~30 people for a medium population

you can fuck off and do whatever you want in most ERP servers since a lot of them cater to just being a chat room with some gameplay to keep you busy in between
I THINK bubber and SPLURT keep have antagonists enabled so they probably haven't babyfied the game as much

the Colonial Marines server has always been around 90-100 pop so I imagine high pop to them is like 150 but it's a special case where it's literally a war setting
