Why would you want to download an installer
Nothing is stopping a developer from packaging in an installer I suppose, but steam doesn't have installers.
You want them to make a new system to have like 1% of games use it for 1% of their userbase?

Generally, they should. However, the games might have some Steam scripts for installing additional dependencies(like VC++ redist) so you might have to do that manually if you move the installation to a new system. So yes, you CAN run into trouble, but it's not really Steam's fault.

Steam doesn't "install" games the way old setups did, it literally is just downloading files over the internet from their servers to your computer, no changes are made to registry at all except the ones that game exectuable file will do after you launch it.
