The biggest things that drag it down for me are Neil and his subplot feeling like an inferior retread of Cliff(though his boss fights do look amazing) and Sam not having enough development with Lou/Tomorrow. Dollman is a lame replacement for a sidekick. The game’s tone is too goofy sometimes it clashes hard with the themes about infanticide and grief.
I'd say 2 is better. You get more toys and mission variety. Really though both are great and I look forward to playing them again whenever 3 comes out.

2 is a lot better overall, it's just missing the sense of mystery as the world has already been established.
