Paid mods for games are almost always shit because you never know when the game's gonna get updated and break everything.
Also if you allow people to sell mods for money, even the tiny no-budget, no-effort mods start asking for money too.
I hugely encourage modders to have Patreon/Ko-fi/Subscribestar/etc., maybe with early access alpha testing mods and shit like that behind the paywall, but the mod itself should be free.

Bonus: devs officially adding "paid modding" themselves (Bethesda) meaning people paying money for those mods are also just funding the dev for no reason, giving them money to sit on their hands.

Mods behind pay walls will fuck with creator incentive to polish them.
If thry are obligated to keep them updated in a timely fashion as the get gets patched, that's just an incentive to keep the mods simple.

It's unreasonable to expect modders to be able to handle refunds.
Mods could break at any point, you have no guarantees.
Paid mods would be hard to download and check out.
If I'm adding 70 mods to Skyrim or vintage story, I need to be able to test them to check for quality, scope and compatibility.

Just make donating to mod authors an easy option, but don't charge per mod.
The author will still get money to motivate them, if their work is good, without restricting access to the mod, or driving a wedge between different authors.
