We all know guns have been in the series as pick ups in street fights or even from places that sell weapons but there has never been any semblance of a real developed mechanic and shooting game. It's pretty easy to see why people are surprised over the change. If you shoot someone with the gun in say a story beat mission fight and 'kill' the thugs with the gun in said fight the resulting next scene afterwards in text will reflect as if they got beat up in a street brawl rather than having being shot.
