Passives like this are just bad design. How the hell is the enemy supposed to know the Scout has less health unless the see them pull out the Sandman? Stuff like Demo shields and Soldier banners are examples of good passives because you as an enemy can make informed decisions how and when to engage,

They ain't gonna just pull out a shotgun because of one specific enemy. At least from my point of view I only play Pyro when I'm bored and just want to do some lazy w+m1-ing, same goes for Medic and Heavy.
