A lot of throwaway skills and perks. It also takes a short amount of time to get speech and guns/EW to where you're set for the rest of the game. There's a decent enough number of times where you will get a check that'll provide an alternate resolution to a quest or what not, or open another path forward, but 90% of the time, a lot of quests are just "do you want to end it bluntly and for the worse or go down another floor/to another screen and expend 5mins of effort to get the better result." The Boneyard in general is exceptionally unfinished, with a lot of looping dialogue and such with the Gun Runners, and a lot of missed flags with the Followers that result in the player talking/asking about shit they already handled, and it's so bad that one of the canon endings is impossible to obtain

It's actually wild seeing kids throw tantrums out of frustration for old games, simply for not holding their hand every step of the way and not giving them awesome buttons every 13 seconds lest they lose attention (when you press a button something awesome has to happen, button - awesome..) Games are so fucked
