The last time Touhou retconned something about the setting was, what, the turn of the millennium?If you're implying that gachas develop faster and thus need more room, all they need to do is understand time. Make it so by the time you return to a region for a new event it hasn't been "retconned" different, they've just been dealing with some other problems recently and you can see it reflected in the area.
