It had a short main story compared to other AAA RPG games, the DLC mostly saved it in that department. The graphics and overall aesthetics were great and the game has top 3 gameplay for an RPG-esque game, playing an endgame character geared to the max is incredibly satisfying, but unfortunately it's tacked to a very shallow world with forgettable and repetitive gigs. The best characters literally die in the beginning of the game, the rest are boring and I didn't care for them. The game wanted to be a movie so bad and it was funny watching veteran Hollywood actors effortlessly mogging the rest of the cast in cutscenes. Music was hit and miss, mostly miss. If it wasn't hyped to the heavens by everyone I think it might have been better received. It ended up being a botched UbiSoft game. It's horribly padded and bloated. I remember clearing each and every gig, side mission, some driving missions and some random encounters, and I still needed to play twice as much as I did to plat the game. The game is not THAT fun.

It was absolute garbage when it came out. The updates made it a good game but it took three years, people are still bitter about that. It is still objectively a disappointment even in its current state for people that were actually following it pre-release. A lot of things were cut from the game and it was definitely wasn't implied that only one or two fixers would actually have any story at all while the rest are just face portraits on a map basically. Basically, it's great for people that didn't know what was promised originally, and decent to disappointing for people that did. "You had to be there" basically, but we can't start calling that out in some twisted reverse-nostalgiafagging thing, it needs to always be known that the game was released broken and is still missing a lot of promises that were absolutely hidden in all pre-release material.
