The mooks you dealt with in Corel are maybe more actively annoying, but are such throw-away nobodies I'm not sure they edge out Fagenhagen.

I feel like it makes getting to the world map worth it, especially to a kid. It's a big deal when you finally leave. Sure, a lot happens after the fact, but Midgar is a big deal, and for how small of the total package it is, a lot is referenced or praised from that 6 or so hours of this 70 or so hour long game.
