What are some games that have good summoning mechanics, especially RPGs and CRPGs? I want to have an army of minions at my beck and call.

Baldurs Gate, Divinity OS2 if you want turn-based.
Pathfinder games I guess, and conjuring in the Elder Scrolls games.
POE but it's boring. Dragon Age also has summons but not as central to the build

Recommend not summoning in Owlcat's Pathfinder games.
>low level summoning creates monsters far weaker than the creatures in the easiest encounters and lasts only for a turn or two, making it worse than casting a damaging spell
>mid level summoning creates monsters far weaker than the enemies you'll be fighting, with many enemies having cleaving finish, meaning that when they one-tap one of your summons, they'll move down the line one-tapping each one
>none of the feats or class features that make summoning actually a viable tactic exist in the game, nor does Summoner exist in either, though Call of the Wild mod adds Summoner class and some necessary features
Focusing on summons in those games is wildly disappointing.
