Designwise its technically a genre where you play as the boss instead of normal character; in concept it looks like ARPG, but they peeled away the RPG side in exchange of linear story and pushing the action side more for player enjoyment. There's no specific genre for games like prototype, infamous, or rampage. Their definition even more obscured since you can also throw something like GTA or Saints Row in there as well, but to mix power up stuff with monsters and anything... I dont know,

That's a good definition. The power fantasy in Infamous and especially Prototype are definitely unique in their presentation. I'm definitely out of the loop for what's popular but are there even any modern day urban set open world games besides GTA5? What about the diverging storylines of good vs evil choices those seemed almost mandatory when these two games dropped.
