Okay listen closely I'm only going to explain this once.
Get your ass down to the mages guild and create a spell.
>Restoration - Fortify Intelligence
>1-100 points, duration 2 seconds
If you have some skill in Restoration you can increase the minimum a bit, but just roll the dice until you get a 90+ buff, then open your alchemy kit and make an intelligence potion. That potion should give you a fuck load of int because potion crafting scales on int. Once you have the potion drink it and make a new potion, your potions will start getting exponentially stronger, also if you drink multiple they will stack in strength.
Once you have a good supply of int potions you can start making other potions like "Restore Fatigue - 28345 points over 300 seconds"
Make a bunch of them and swig them every time you enter battle, you won't be tired and you'll land every hit. You can also use this to increase your speed and strength but there are downsides because if you go too fast you'll run faster than the game logic can calculate collision and you'll warp through walls and die in the underground void below the map. Strength not only calculates how much damage you deal with your axe but also how much damage you deal TO the axe when you swing it so you'll be able to one shot enemies but also destroy your own weapon in the process. Boosting your endurance to wear a full set of Daedric armor sounds good too but just make sure you never forget to keep swigging because if the buff runs out while you're criticall overencumbered by weight you'll be crushed to death by your own armor.

And that's how you play Morrowind.

1. You need to fully wind up your attacks. If you just click lmb instead of holding, you will do 1 damage with most weapons.
2. Fatigue (green bar) matters. The more your fatigue is empty, the worse you fight. Fully empty fatigue makes you very easy to kill.
3. 35 is quite low. You are a peasant recklessly swinging around a large axe, not a true warrior yet. Keep picking your figths wisely and practicing hard and you will eventually become a true warrior and hit consistently.

I have modded Morrowind into the greatest RPG of all time including making combat into an effective mix of classic Morrowind and modern action combat like dashes and active blocking (for both you and your opponent)
Also I can do multi shot on my bow at level 75, like Legolas. I can swing my sword and cast a fireball that actually flies instead of just on touch and I can toggle whether I want my weapons spell to be fast on swing as well.

And now I'm going to sleep so you won't get a chance to ask me which mods, not that I remember them all anyway.

Reminder - NPCs don't lose fatigue from running, they can chase you for hours and not break a sweat. So why the fuck does the player run out in 200 feet at high speed and agility, even if it was efficient with high skills it's still dumb because the humanoid enemies you fight a lot never run out of it running. It's obviously broken game balance not to mention annoying as shit.

If there is a universal problem in a game solved by making potions with bug abuse to "remove" the issue that's just horrible game design. But like everything else in Morrowind modders have fixed it spectacularly.

More Morrowind mods were released last year than any year before in History. We're in a boom! Even if OpenMW retards spam everyone to use that for literally zero gain and the loss of every great mod because it doesn't allow MWSE so no complex scripting.

Don't worry about wearing a full suit of armor right away it will barely do anything but weigh you down. It's not hard, just follow the instructions. If you're playing the vanilla engine make sure to rerun the graphics extender or everywhere off the base game will be covered in fog. Also if it's your first time playing skip the option to integrate it with the main plot. All that does is add Telvanni councilors on the mainland that you have to deal with to finish the story.
