I started Otto's quest yesterday, I found his house in Layer 3. Negotiated once and he gave some kind of speech while he gave me a soup to eat. Then I sold flowers to him and he gave me his potion to rescue a girl in the slave dungeon. I gave it to her and she's gone while Otto is stuck giving me the same dialogue about rescuing the girl.I know the potion isn't what he claims it is but I wanted to play along.Did I fuck up or can I continue the Otto content?

A thiefs combat role was using basic melee attack with a dagger or a shortsword or, if he was real fancy, a bow. But that class would really shine in non-combat moments like detecting and disarming devices or solving puzzles, obtaining information from shady characters using thieves cant. Your frontline is fighter and ranger, your backup is thief and bard, maybe a druid, and you all are supposed to be protecting your wizards.

I'd go with TES games, as some quests are made for thieves and assassins first and foremost so you don't have to fit thieves to combat gameplay awkwardly like in JRPGs.The best pure Thief gameplay is obviously Thief though, but of course not RPG.
