Whether they win or lose at the 2nd dam battle, they're still able to govern their territory as they haven't over-expanded in the name of one man's ego and won't splinter in the event of their leader dying. A society that hasn't descended to some mad man's protracted LARP about what ancient Rome was like and instead allows its citizens to live normal lives, free from fear of slavery or super-mutants. >This is why Bethesda had them nuked offscreen, because civilised society can't be allowed to return everything has to be rust-punk forever.
