I specificaly mean games like:
-The Witness
-Cultist Simulator
-Lobotomy Corporation
-Void stranger

Games where the gameplay loop is about learning the game's rules and systems, where those rules and systems are intentionally obfuscated and figuring them out is how you progress in game.
Any and all answers would be greatly apreciated

Not OP but you probably misunderstood.
It's not about hiding how to play the game.
In Witness for example you encounter a series of increasingly difficult puzzles where figuring out the added rules and elements of a new puzzle is part of it.

Depends on what game you have envisioned.
Having a game thats about experimenting and figuring shit out can also be fun.
Its the kind of game when you aren't afraid of failure, of fucking up and dealing with the consequences, then trying again later hoping for better results.

I'll be honest with you guys, i don't care about ascension, most of my playthroughs basically boils down to:
>Get fit
>Get good at my job
>Get a girlfriend
>Stave off existential dread and madness
Thats it.
At worst, i might be investigated by some schizo detective for visiting a cabaret, sell a weird painting, or try to talk with the detective to convince him I'm not insane.
Then when all else fail, i just hire someone to destroy the fake evidence.
I pretty much just start fucking around with my dreams when I'm feeling bored and feel like i have to much money and not so much dread.

It's... Interesting? I'd say the MOST interesting part is figuring out how the fuck it even works in the first place, once it's figured out it's kinda boring and samey, but that first experience is quite neat. The whole game is weirdly obsessed with pointless busywork though.

Yea, thats why cultist simu;lator was fascinating on 1st playthrough but a complete slong on repeated playthroughs. I still didnt reach any of the game's true endings because a failure requires me to do 2 runs instead of 1 which takes multiple hours

I played this and got the ending where I got promoted and grew old in an office job. Also became a good painter one time which was somehow enough to get a detective to arrest me. I could never figure out how to dream of the mansaus and actual progress in the game. I wanted to figure it out myself so I never used a guide. Then I got bored and stopped playing.

Everything by Sneakworks, but mostly his Exile mods; Betrayer's Map, Apostle Obturant, Proterant and Contemnant. Season of Acquaintances also expands the game and the companion mechanics significantly and Season of Suspicions makes Hunters more of a threat.

I enjoyed it for a while but hit a weird point where I was starting to learn the game well enough to keep getting farther on successive runs, but got real fuckin tires of doing all the set up work again. There were no real “shortcuts” or ways to keep some of your progress, you just had to do it again and again to get back to a proper setup. Maybe I’m just particularly impatient but I got tired of it. Cool writing and style though.

Lobotomy Corporation isn't about learning the game's rules and systems in the same way that Cultist Simulator and Void Stranger are.
Lob Corp is just learning how an Abnormality works but the core mechanics stay the same.
I doubt you would, for example, include RE4 in the OP even though Regenerators and the blind dudes both require you to learn the specific ruls/systems for the individual enemy.

Minit is a shorter game and it's not so much about learning rules as it is about learning interactions, but I feel like it might be close to what you are looking for.

I have heard that EYE is like that too.

wouldn't really call The Witness a game where systems were obfuscated, it's just a pretty IQ test, Baba is you is a much better puzzle game where you really have to think outside the box, this one was also interesting
