It's not until way later does Sasuke admit he only won cause Orochimaru was sick.Same thing happened with Jiraiya, but he at least had the Pain fight to show he was actually really strong, even if he did still lose the fight.

The main issue besides the fact Kishimoto is a shit writer is he wanted a series about wizards having wizard fights and was forced to make ninjas instead. So everything constantly scaled up and grew wildly without limit to the point that jutsu in the later half of the series made the 'top tier' stuff we saw at the start look like garbage.Like, the 3rd Hokage's most impressive feats when we saw him fight the zombie hokages was summoning a giant monkey and fist fighting two hokages, but then we see them later and the stuff they actually pull is a hundreds times bigger and dumber. Naruto's greatest flaw was how it invalidated it's own strengths as it went onward so that it could continuously up the scales. Shinobi like Ten Ten and Rock Lee were doomed from the start to irrelevancy
