Realistically what can Nintendo do to move units? The Switch 2 is the pro version of a console millions already own and of which specs are irrelevant. They can't slash the price and they can't pull out good games out of their ass either, all the system sellers (MKW, Mario Bananza, MP4) were disasters.

With normies? Nothing outside of a big discount and/or a game that is undeniably great. The concept of "the Switch but with better, more expensive specs" was never going to capture the mass audience that bought into the Switch. The Switch pushed units because it was reasonably priced as a children's toy or a secondary console. The Switch 2 priced itself out of that niche.
